PVP - Casting cancel near certain players

I am experiencing something strange in PVP recently. Using my DK I am noticing it especially with Fossilize. I will approach a player, cast Fossilize and the animation will start and then putter out halfway through. Not interrupted, just canceled. The player did not have immunity, sometimes I cast it 2 or 3 times in a row and it cancels out each time, and again I am not interrupted the skill animation simply putters out and the skill never lands on the enemy. I have a feeling this could be something these players are running on their end, but it could be a bug IDK I am not a person who runs around yelling CHEATER but this is pretty wild and I have been PVPing since the very beginning and have never seen this before.
