Unearned Bounties [BUG?]

This has happened twice now in the past 24 hours.
Earlier today (yesterday - the 8th) I was running around out in the world completing some Golden Pursuits. After completing those Pursuits (I don't remember which) I returned to Vivec City where I keep all my toons parked when I was stopped by a guard to pay a bounty. Thing is, I had NO bounty on me. Nothing on my screen as I had NOT stolen anything anywhere nor had I been caught in any restricted areas since I had NOT entered any. So, I shrugged and paid the bounty and put the incident behind me.
And now, just a few minutes ago after returning to Vivec City again from a finishing the World Bosses portion of the Golden Pursuits and a little questing in The Reach I was once again stopped by a guard to pay another bounty even though, AGAIN, I had NO bounty on me exactly as before. And as before I paid the bounty but this time decided to report this bug.
I am pretty good at keeping an eye on whether I have a bounty or not. I usually get one when I am sloppy with my thievery and sneaking in restricted areas. And when I do get a bounty I am careful to avoid guards and either get to an Outlaws Refuge to pay them OR usually I just logoff for a few hours until my bounty disappears if it is substantial. And on those rare occasions that a guard does catch me I use Clemency or just flee and take the added hit then logoff. This is why I see this as a bug. I committed no crimes but am being treated as if I have.
Both instances occurred on my main toon - my sorcerer.
