Cold War - cannot throw snowballs (EDIT: my mistake, but suggestion for editing quest)

EDIT: This ended up being a mistake on my part - apparently missed picking up the actual snowballs. Leaving it up in case anyone else does the same, and also as a suggestion that maybe the quest steps should be edited so that the targets do not appear or have the option to throw snowball until you actually pick up the snowballs.

I've completed this quest on my other characters, but it's not working on a new alt: when I press the interact button on the target, it doesn't do anything (or just makes me walk close to them and they restart their animation.)

I've tried the following:

- Made sure "prevent attacking innocents" was turned off
- Turned off addons on the character and reloaded UI
- Dropped and picked up the quest again
- Ported to a different zone and back
- Closed ESO altogether and loaded it back up

I also noticed she cannot interact with the Windhelm stablemaster, though not sure if that's intended since during the main quest he later moves to Coldharbour (she can interact with other stablemasters though).

Anyone else encounter this too?

    While you have corrected your mistake there is actually a bug with this. There is a rendering delay on the targets, so they render into view but are not immediately "attackable". And sometimes you have to wait 5 - 10 seconds before the game will let you launch some snow at them.

    Another fun thing that can happen if you have "Prevent attacking innocents" on, is that one of them can walk between you and your target, preventing the throw. Note that between the size of the hitbox and any lag between you and the server, the innocent NPC may not appear to be in the way when you initiate the throw, but...
