Problem in Tamlorin 3rd quest, "Of Crown and Thorns"

I was told to investigate an area SW of Seaside Sanctuary. I found the area. I didn't find any Ceythalmor there. The camp was empty. There was a copy of some Ceythalmor orders on a bench. I understand that there's also a wine bottle to be found somewhere, but I can't find it. I'm stuck here on this quest because I don't see what to do next.

After taking it, there should be a kind of vision, iirc, then talking with Tanlorin.
But if there were no Ceythalmor already in the area, a bug is involved maybe.
