25 of these fragments are required for the Wormwrithe Haj Mota Hatchling Pet. Can be consumed and tracked with the Wormwrithe Haj Mota Hatchling Achievement.
It can alternatively drop from the Siege Camps in Solstice (Zone World Events/Incursions).

This should have been bone shards instead but it's nice to see that it's part of the drop table. That should help people in the future get them.
