Light attacks only come from weapons? Is that correct?

No, a Bash is different from Light Attack, that set uses both though, you bash to place a mark on a target, and then all your LAs will deal frost damage against that marked target, a Light Attack is performed when you click attack, if you hold it, then it's a Heavy Attack, which wouldn't proc the set.
