Workaround for Skordo not working for those beyond 1st zone story

Recap of issue -> Skordo doesn't appear at camp after Writhing Fortress taken down and mission complete.
Suggested workaround by dev note on known issues thread is to drop the Worm Turns quest, and for many players, this works.
However, if you are well beyond that 1st zone story quest (for example on Deep Tombs of Xul-Haj), then dropping this story quest does NOT bring Skordo back. I have tried this on multiple characters which have progressed beyond Worm Turns, and still stuck with no resolution to bringing Skordo back.
@ZOS_JessicaFolsom - what is the workaround, if any, for players stuck on turning in this bugged mess of Writhing Fortress when we are already past the 1st zone story stage? Your posted workaround does nothing in this scenario.

TLDR - anyone going past 1st zone story (The Worm Turns) is forever stuck on turning in the Writhing Fortress quest.
I've entirely completed zone story on multiple characters now, to see if Skordo is simply missing during the zone story progress, and nope -> he does not appear even if all zone stories are completed.
Basically, either a player is on step 1, and can abandon The Worm Turns - OR - is already past that 1st zone story quest and can no longer turn in the event quest for taking down the Writhing Fortress.0
