I took the quest, completed the quest, but the text over the boat on the map stayed as "Help xyz" and the icon remained an outline.
Porting to the nearby wayshrine then riding back to where the quest ended the triggered the "Discovered" notification and the text changed to "You helped xyz" and the icon became solid.
