You can participate in the event by doing dailies on the Stirk island.

You can go to Stirk and do quests from there. You won't be able to do all the things those with the content pass can but I think you will be able to finish enough of the Golden Pursuits to get the rewards because there are way more of those than needed, and many can be completed all over Tamriel. Just pick up the free quest from the Crown Store to get started.

Tasks marked with * (18 21 total) can be completed without the Pass (some on Stirk and the rest across Tamriel). I'm not sure if you have to destroy the Reaper devices at the siege camps on Solstice or you can do it at the locations where they spawn randomly. But if so, then the pursuit can be completed.

I think the Reaper devices anywhere count. It would be pretty awful if they didn't and those without the content pass wouldn't be able to complete them and get all the rewards.

@ESO_player123 , the "Charge the Meridian Lens" tasks can also be completed without having the Content Pass, by doing the quest from Stirk, bringing the total to at least 21.

The Golden Pursuit can certainly be completed without the Content Pass, but IMO much easier and quicker with the Pass.

@Aislinna Ha, completely forgot about those. I do them together with the camp ones on Solstice, so it just completely slipped my mind. Thank you for correcting me.

Well, that settles it. The pursuit can be completed without a Pass.

The pursuit absolutely can be completed without the pass. My freebie 2nd account took a couple of extra days after my main account completed it, but I've had the mount for well over a week now.
Reapers are popping up pretty predictably in base game zones. I like to go to Shadowfen's public dungeon Sanguine's Demesne for vitrified souls and pass 3 spawn points between the bridge and the entrance. At least 1 spawn is usually there each time I visit.

i will have it soon on my main account (not bothering with the alt) and i do not have the pass. i did not even unlock the reapers and soul devices and i will still be able to get it. only reason it is taking me this long is because i'm working on that 20 turn ins of the resupply jobs. i've just been doing the 2 gold boxes a day and with the drop rates messed up, getting the souls in coldharbour was the lesser of evils, so i had been doing that one first.

The Reapers all over Tamriel do count. I finished that task on my Xbox account which doesn't have the content pass or access to Solstice.

Yes, I did the 'Destroy 10 Soul Reaper Devices' pursuit and I don't have the content pass. I could have got the mount without it, but I didn't fancy waiting 15 days or doing the trials.

I completed the pursuit on two accounts and I do not have the content pass. It just means you won't have a lot of choices in terms of which activities you have to complete.

I thought about it, but no. I don't think it's worth it. IMO, people with ESO+ should already have access to this content. We shouldn't have to pay an additional $49.99 just to do this event. This is gatekeeping at its best.
