Solstice NPCs giving WB/Delve quests for other side of wall

This is post- Update 48, and pre- Phase 2 of the Grinding Wall, on PC NA.
The Lector Volonaro & Morlia in Sunport, Solstice, are giving out daily quests that cannot be completed for weeks, because the wall is still up.
