Bulwark ruination’s only goal is to punish builds that heavily rely on blocking. Considering how it has a single extremely niche function, it has to perform it perfectly. Yet it does not. The reason for that is the possibility of the effect being cleansed. And the need for bulwark ruination to be stacked along with the wide availability of cleanse makes the set unable to perform it’s only function.
Blocking is extremely powerful, even more so with multiclassing that has allowed for several block mitigation passives and sustain skills to recover resources even while blocking to be stacked together. Blocking provides so much mitigation that it’s easily possible to put everything into offense and solely rely on blocking and healing to survive.
Therefore, the game is in acute need of a set that could punish that sort of gameplay, and that is supposed to be bulwark ruination’s one and only role.
Bulwark ruination can be mended extremely easily. The debuff simply needs to be converted into a buff instead, similarly to shell splitter. But considering how extremely narrow the set’s use is it wouldn’t be out of place for it to ignore all block mitigation at least at full stacks. With a short duration of 5s a self-buff instead of target-debuff wouldn’t be a problem.
But if it’s considered one then it could simply be made unable to cleanse and remain as is.
Alternatively it could remain a cleanseable debuff but doesn’t require stacks and grant the full value instantly. But the previous solutions align better with the set’s function, keeping it’s use cases very narrow.
