Have 2 questions regarding the event random encounters.

So, we know that this event(Witches festival) has some random overland events, like the person who is afraid of crowds, or someone escaping a horror iirc, and IIRC some others(BTW, side question, does new life have similar random events?) but, do they only happen in the base faction areas or also in DLC areas?
Second question... Why were the daedra horror random encounters not returned, I get that for the writhing wall they had to use those spawn points for the soul reapers, but why were they left around when these could be used as overland skull events and the reaper events don't even give you sulls?
I mean events like the one in this location just to the right of the entrance between stormfalls and deshaan?
