Agreed. Also people who don't expect to get all the collectibles participating less because they've done all the quests a few times and gotten bored.
I'd assume I had to stay in the circle if I hadn't seen people on the forum say otherwise. That's how other quests work and considering it's a special drop it seems reasonable the marker is showing you where to get it. Honestly ZOS should have just left it with a zone name and no map marker.

Then people would have complained about not being able to find a concentration of mobs they deemed worthy. It was always a no-win situation for ZOS.

I humbly disagree. ZoS has never been above putting the quest circle over ENTIRE MAPS. I have regularly made fun of that "feature" when it crops up.
They could have just highlighted the whole map, like they've done before on quests that span huge swaths of territory.

How is that functionally any different than the advice they're giving right now? They're telling people to wander the zones outside the circles, since the mobs are littered EVERYWHERE.

definitely works this way for the pick pocket quests. you do not have to be within the blue zone. i think it even mentions in the quest that the blue zone is just a suggestion. i don't think i've seen that anywhere else though. it's just plain confusing to have some blue circles mean "you MUST be here!!!" and some mean "just a suggestion" without telling us that. maybe they should use different colors or something
