Kyne's Aegis' location in the Western Skyrim zone

Kyne's Aegis' location was described at the Global Reveal Event for Greymoor (1) however if you try to visit that island in Western Skyrim you can actually access it and the island has Horkers, Great Bears, a chest, water alchemy, critters and the fishing spot but most importantly no trace of the fortified village the trial is placed at which is kinda odd.
I don't know if they forgot its location in Western Skyrim it or if they moved the island after realizing the scale is very, very crazy with the place. It feels odd but there's probably a dev reason we don't know. Also don't know how a fix would work since it was said the Island is there but there's level design on the island that conflicts with the trial. So does the island get replaced with the trail version further out from the shore or something else?
