I don't know if colharbour house is a rare drop meaning not guaranteed you will get it but I could be wrong. Someone said it was a rare drop.

Event boxes have notoriously bad RnG, especially in terms of motifs, style pages and plans. But it's okay. Most are tradable. You can always search for them on guild traders. Tamriel Trade Centre is a useful tool for this. 👍
