It's simply cost cutting measures in an increasingly expensive world. Remember when every Chapter came with a custom Cinematic from Blur? Now we get in-engine cinematics ZOS can throw together in house.
Yeah no, because Once Human produced a game with more players than ESO and charge NOTHING for the game.
This issue is in this studio.
imo (and this feeling has evolved over the last 30+ years of mmo gaming) currently we are expected to get less, pay more and have our concerns and insights ignored.

By all means check! I last messed around with it on the PTS and it seemed to be requiring whatever your highest level of crafting material was and giving your highest level back in resources from the boxes but that was weeks ago. They might have changed it, and while I doubt I’m the only one with a bunch of otherwise-useless respec scrolls sitting around I’m sure there are people who don’t have extra scrolls to burn too.

My crafter is at max rank for materials and I tried doing the first tier and it didn’t complete the quest. I had to decon those pieces and craft in rubedite, rubedo, ruby ash.
So the npc line about using any material is not correct.

He'd be fired in a couple of months for having ideas and opinions radically against the company's "vision".
As usual, the event favors people with many characters, and even moreso people with more than one account.
Why farm these horrible quests that force people to compete with one another, when I can relog to a different alt and pump out a few dozen crafting quests in a handful of minutes. Why grind for coffers with trash in them when I can log to a different account and get a fresh batch of golden boxes.
They don't care. They're getting engagement. That's all they aim for. Whether said engagement is frustrating or pleasing to the players/clients means nothing to them when they have the numbers of a million bajillion quests done. Record broken. Best event ever. Numbers numbers numbers.
I'd like to see the numbers if people were allowed to leave a rating for it.
