I notice that stuck in combat has been massively improved in Cyrodiil recently even though there's been no update from the devs. However, unfortunately for me, the 0 stamina recovery is very much alive and kicking. IT IS NOT JUST THE VISUAL BUG, it really does mean you are fubared.
It is affecting every one of my characters and has now spread to the infinite archive too, which is death basically.
Death does not fix it, only porting to an alternative instance which means cheesemongers or a delve in Cyrodiil.
Please, please look into this, it really has been going on long enough. It happens as soon as I enter combat and I used to think it was linked to ele sus until it started happening in the archive.
