Magicka Arcanist- asking for advice!

Hello!
I'm back in the game after a two-year break. I changed my platform (currently PS5) and I'm starting the adventure all over again. I will mainly be playing PvE. I want to build a character like this

Class: Arcanist
Race: High Elf
Attributes: all points in magic
Main weapon: Lightning Staff with Oakensoul Ring

I'm currently at level 30 after a few days. I've completed the main starting quest in The Harborage and arrived to Coldharbour.

Do you have a build that's suitable for how I want to play? Of course, for now I don't want to focus on building a set, but only on skills. What to develop, what morphs to choose, which passive skills to invest how to arrange the bar and what rotations to use

The second question is what is best to do now. Develop magic or warrior guilds or the Psijic Order, or focus on something else?

    General Tips:
    • If you ever want to go 2Bar, you'll probably want to have some Fighter'S Guild and Mages Guild abilities. But only If.
    • You definetly want to have Undaunted passives.
    • Collect all the sky shards that you can.
    • Do random normal Dungeons (with a exp bonus active) every day to maximise your exp point gain.
    • Use blue food. Max Mag and Health
    Magicka Arcanist Tips:
    • Pick some Sub-classing skill lines and plan for them. I'd pick Assassination and either Animal Companions or Aedric Spear.
    • Use Pragmatic Fatecarver, Recuperative Treatise, Writhing Runeblades for single target fights or Cephaliarchs Flail for AoE heavy fights. The reasons are many fold. Mainly to make the best of the passives and the mulltitude of effects that they have.
    • Use at least one skill from the subclassed skill lines to make the most of their passives. For Aedric Spear I recommend Luminous Shards, Radiant Ward or Crescent Sweep, for Animal companions Deep Fissure and for Assassination either Merciless Resolve or Incap Strikes (maybe Piercing Mark, if you have no other source for Maj Breach for debuffing Bosses).
    • Always take 5 pieces of Tide-Born, your Oakensoul Ring and a one piece of penetration. What you pair with it depends on what you have available. But the best choices are in my opinion Order's Wrath or Deadly Strike
    • Depending on what subclasses you choose, I would take either the Apprentice or the Thief.
    • Take Reaving Blows, Master at Arms, Wrathful Strikes and Fighting Finesse as blue Stars. When you are Solo Reaving Blows is going to make a huge difference, because of all the damage that this build is putting out.

    The combination of Aedric Spear, Assassination and Herald of the Tome is imo the strongest in the game right now. If you have a character with a story/fantasy to use explain that, there is no reason why you shouldn't subclass.
