Ride a mount past an add that growls at you, in combat
Ride a mount past an add that tries to hit you, in combat
Ride a mount past an add that looks at you funny, in combat
Ride a mount past an dd that hits you, is too slow to catch up, in combat

And then you sit there next to the wayshrine, not able to travel because you are in combat until the add runs up, gives you a high-five and runs away. Because THAT is combat in ESO

    That is called aggro and is very much combat. At the time of aggro the game has no idea what the player plans to do.

    ESO's problem is that an add kited passed its patrol zone boundary keeps running after you and keeps you in-combat. A fix to that could be to enforce boundary rules more tightly, though this could be open to some abuse, such as a player pulling away from a multi-player fight in order to drop combat and switch gear or skills.

    Do you have the Shadow Rider passive (Dark Brotherhood line) active? It helps to mitigate this.

    Shadow Rider - Aggression radius from hostile monsters is decreased by 50% while mounted.

    Are you using The Saint and the Seducer by chance? I know if I aggro one enemy, I have a radius from the mythic that will aggro anything that you run past because of the debuffs that are active. ANY ENEMY!

    i remember the good old days of being able to use wayshrines even in combat. we used to be able to avoid all the silly unwanted combat situation(s). but then, one day, devs decided that we are not going to be allowed to skip fighting all the rats, wolves, bandits and spiders that we encounter around Tamriel any more. we protested, we reasoned, nobody cared. thus i had to go and get the Shadow Rider passive (Dark Brotherhood) on each of my characters, because looking around for a small rat i encountered (and never even noticed) somewhere on my way that i MUST kill (or wait like a fool for who knows how long) when i get to a wayshrine and can't travel anywhere is not fun what-so-ever..

    I know all the reasons you all have given and I agree and understand. The best part is that load screen tidbit along the lines of "Sometimes you can run away while in combat and flee through a door." But not a wayshrine. Its so annoying. :D

    I really wouldn't mind it TOO much if the mob didn't hit you once and then turn invincible and WALK away. Now I have to follow you ALL the way back because you couldn't leave well enough alone and made me wait after I let you live.
