Should Crown Store DLC offerings be merged into expansions, or otherwise simplified?

Currently Crown Store offers a plethora of Dungeon, or otherwise Minor DLCs that are not included in any of large packages, even the Premium 2025 Pass. How about we merge, or otherwise simplify these?

Some players don't want to purchase any Dungeon DLC.

There's already 6 bundles like that:
    • Guilds and Glory: The 4-DLC Mega-Pack (Imperial City, Orsinium, Thieves Guild, Dark Brotherhood)
    • Year Two Mega-Pack: DLC Bundle (Shadows of the Hist, Horns of the Reach, Clockwork City)
    • Year Two Mega-Pack: DLC Bundle (Dragon Bones, Wolfhunter, Murkmire)
    • Season of the Dragon: DLC Bundle (Wrathstone, Scalebreaker, Dragonhold)
    • Dark Heart of Skyrim: DLC Bundle (Harrowstorm, Stonethorn, Markarth)
    • Gates of Oblivion: DLC Bundle (Flames of Ambition, Waking Flame, The Deadlands)

Legacy of the Bretons and the 2023-2024 content releases aren't bundled yet.

Merge the story dlc with the chapter and dungeons of the same year together if you’re going to do merging. There’s story-oriented people who don’t want dungeons and dungeon-oriented people who don’t care about the overland dlc. For both, it’d be a waste of money.

Either that or make them available for purchase using actual money.

Making parts of the game only available for purchase using fake, intermediate currencies like crowns should become illegal on a global scale in my opinion.

most of it is already bundled in the crown store.
They do not need to permanently merge dungeon and zone dlc with chapters.
Another bundle that has everything alongside separate purchases for everything would be fine though.

If the post's idea is to add another content pass version that has all dlc?
Then that would not actually be an issue as people can buy whichever version they want, it would just be another option.
