Leads in vendors

I already suggested in a previous pts cycle that ZOS should consider increasing leads available in both vendors to 4, 2 for mythics and 2 for furniture/collectibles.
This post is just to ask how does the leads available are sorted weekly? Just pure, plain rng, in a list?
Bzarkthi tonal pipes just left last week and its available again. I waited for that morpholith shank months while painting all coldharbour map with yellow treasure chests icon from an addon. Now im doing the same with Alikr after singersteel clasp, which i dont remember ever seeing in those vendors.
Not to mention the infamous elsweyr psijic portals or coral aerie last secret boss nobody does anymore.
If you're like me , a codex hunter, i suggest make all the effort to grab those bzarkthi now, cause its farm is too, bad.
