Why permablock trolltank in PvP is not a trolling (which is against CoD, ToS), but many other innocent things is?

I mean, it shouldn't be like that in PvP, if you come to PvP - you fight, not permablock standing and disturbing other players to play.
And no, i don't care about "let them be, they play how they want", since ZOS do not allow me play how i want: they over and over again making solo-openworld pvp harder and harder (now it's nearly impossible coz every single person has insane damage and give no damn thing about your resistances, also siegebots).

So i repeat question, why useless block-bot not considering as trolling coz it obviously is?

how? those bricks being ignored and that's it. but existance of such thing is kinda... weird and shouldn't be in PvP, they are not fighters, that's the point.
