Add a guaranteed Burning Proc to Engulfing Flames

It would be nice to add a guaranteed burning tick to the inital direct damage tick of Engulfing Flames, similar to the poison tick on Noxious Breath. Outside of group play Engulfing is far behind Noxious and this would help to level their respective power a bit. It would also complement both Searing Strike morphs more nicely.
It would be rather low impact for specialized fire builds, as uptime on burning should be relatively high regardless, and it should really just help to support Engulfing on builds that want to include it for the theme or builds that source penetration by other means. I know that this tick was given to Noxious to make it more attractive for group play, but it just entrenched this morph as clear choice for small scale and solo scenarios.
