New Quest Hub on Solstice - Bugged?

So Skordo and Raz and some other people are hanging out on a big ziggaraut near solstice, and they want you to do things like carry lumber 40 feet because Raz is too lazy to do it himself and go get some souls from Grahtwood. There are NPCs optional to talk to that simply aren't there, and when I return, I hear Skordo but don't see him, can't turn in the souls. Seems like it was launched too early maybe? Or can other people finish it and it's just bugged for me?

✭✭It's not supposed to be there until the Writhing Wall event starts in October. It's a bug.4 -

✭Great... so now I have an almost finished quest that I have to lug around with me for a month, because Skordo won't give me any conversation options and the whole thing's a bug?
