How come the same player with the same strat always gets the same good cards?

If one plays on a daily basis one starts to get to know other regular ToT players and their strats.
What is really weird: There is one player who apples a very specific strategy and he or she manages ALWAYS and EACH TIME I play against that player to snatch the good cards of those sets that that player selected.
This is really consistent! And defies the rules of randomnes as I play this player quite often.

It softly isn't random because it's a video game.
It hardly isn't random because we see the evidence via stuff like the duplicate card issue.1
