In Scholarium a book appears briefly

PC EU, I'm on a character who's completed all scribing quests.
When standing in a specific spot under the torch in Firandil's room and interacting with the nearest bookcase, Fable of the Netch (Annotated) appears on a table for a few seconds and then disappears. It cannot be interacted with, even when I manage to run up to it before it disappears.
I did write an in-game bug report in the previous update, but figured a video would be more informative. Back then the book also had a quest starter icon over it, but now it doesn't.
