The “Frenzied Momentum” buff does not affect offensive abilities, but it does affect healing and character statistics (weapon/spell damage)

The other problem with frenzied momentum is that the skills are useless.

Rally is basically a terrible burst heal you can only use once every so often unreliably. Compared to healing soul which does 3x the healing and gives major vitality and warden charm which is may aswell be an ultimate effect on its own.

Forward momentum was reduced from 8s to 4s and since hasnt been used. All because originally zos implemented swift jewelry trait too strong so they nerfed all the forms of snare immunity at the time.

Both of these morphs also used to have an extra hot that made them worth using.

To top it off with subclassing it is far too important to use only class skills and be able to abuse the "slotted" passive bonuses. Which is why most skills today are only chosen for their passive roles and not active abilities.
