This is because HDR feature is still broken since PTS. If you disable it the game will run ok.

Definitely did not look like this before the patch. Note that this is an HDR monitor (Alienware AW3225QF)

I have the same problem. The interface has been unreadable since this update, and it's also affecting the addons' interface.
I don't know what was changed, but I had to disable HDR and I must admit the game looks really dull now...

Same issues and lots of artefacts in menu’s too.
I hope such a major issue gets hotfixed soon and that we don’t have to wait until the next big patch in October. With all the many maintenance downtime each week, that doesn’t seem like a big ask…

If you scroll down to the bottom of my edits in the original post there are some adjustments that are okay enough to be playable.
Here are the values from my "final" settings from the UserSettings.txt file if you'd rather edit the params that way:
SET HDR_UI_CONTRAST "1.10000000"
SET HDR_SCENE_CONTRAST "1.60000000"
SET HDR_UI_BRIGHTNESS "1.00000000"
SET HDR_SCENE_BRIGHTNESS "1.15000000"
SET HDR_PEAK_BRIGHTNESS "750.00000000"
While the issue is still definitely present, these settings, at least on my monitor, are a reasonable compromise that lets me keep HDR mode on without the UI issues becoming too distracting.
No news yet, but we will check in with the team to see if there is an ETA yet.
