Arcanist Attacks Tend To Lag

So this issue has been around since it came out, Especially common with casting Rune Blades. The animation tends to get stuck and isn't smooth. Where none of the other classes i've tried runs into this issue. Honestly its something that deters a person from playing the class despite trying but this issue, that somehow is still a bug, just pulls you out of the immersion.
Anyone else getting this? Same issue on both servers, which is a 100ms latency difference so it cancels out my network being a issue. Tested other mmos as well, SWTOR, Eve Online, Elite Dangerous, Fallout 76 and none of them has issues with attack animations. It also doesn't make sense why only one class has the animations bug
