Strange UI behavior in Skingrad XBox EU

I am no longer able to hover over fellow players in Skingrad and see who they are. This is always true in the crafting area and will extend to the rest of the city if I happen to try it in the crafting market. If I do not enter the marketplace, I can usually see who other players are elsewhere in the city.
In addition, the guild vendors in Skingrad all appear to be empty of wares until I go in, look, reverse out and then start over.
I think it started with the Solstice release and it does not make a difference if I uninstall ad-ons or not.
