There are some sites offering heavy discounts with some copies remaining depending on the pass type / platform. (32% off on one that I tend to use).

Content pass is Solstice, it's a permanent unlock just like chapters were. It also costs a bit more than chapters used to and includes both sets of dungeons. If you always/usually have ESO+ there's no real difference between a chapter and a "content pass".
If you don't always/usually have ESO+ then the difference is it also includes the dungeon DLC (and no, there's no option to just buy the chapter).
My guess is not enough people were choosing to buy the dungeon DLCs so ZOS decided to take away the choice.
