Can Siphoning's Magicka Flood be "On Either Bar"?

Pretty much title, Since one of the more notable skills (Siphoning Attacks) is a both bar kinda deal, it'd be nice if the Magicka Flood passive had the same kind of flexibility. I wouldn't say for it to be flat 6% increases like the Sorc's Daedric Summoning Skill line to keep distinctions.
