I have the elder scrolls online folder with the live folder but all that is in side the live folder is my addons folder and my usersettings file I tried to get my other files and folder back by pressing the play button but that didn't do anything

Vistrix✭If you have the Play button, the files should all be intact... However, you can try and do a repair install (from the Launcher click on Game Options).
Keep in mind, there might be two separate folders for the different regions.
