cant purchase Scribing

The notes say go to upgrades to select scribing. Claiming scribing fulfills one requirement to achieving your freebies.
My level 50 went to the Crown store, Upgrades, and Scribing is blacked out, as in claimed already.
Is this intentional ? If its already part of the account, do we get Less options to get the total points needed to obtain all the items?
Been through everything in upgrades, there is Nowhere I can select Scribing so I can complete that requirement.
Shouldn't accounts that have already got Scribing automatically have that quest completed and get credit for it?

If you purchased the previous chapter (which included scribbing), as many of us, then you can't complete that specific GP task.
So far no task on GPs has ever been completed retroactively.

That only applies to new players, not those who got scribing in the previous chapter.
