game is not smooth

Hello! I've been playing the game for 3 days and it doesnt feel smooth to me. I get 45-60 fps outdoor 80 and even more indoor but just doesnt feel smooth and when i move my mouse quickly fps drops to 25-30 is it normal for my pc or something else is wrong ? My ingame settings are like medium to high (shadow low - aa off - vsync off) My pc specs are ; Amd fx6100 3.3ghz / 4gb ram (1333mhz) / Amd hd6850 (1gb 256bit) thanks everyone who replies.

✭its your ram I had the same problem when I had 4 gigs I upped it to 8 and its smooth now.1
