Has anyone ever received a refund from ZOS?

So 2 weeks ago I purchased a new ESO standard account and ESO+ which came to £12.73. The next day I realised they charged me twice for the same thing. The natural reaction would be to contact merchant and ask for refund but I had an experience on my old account whereby I was charged double and upon contacting ZOS for a refund they told me to contact my bank (I still have screenshots of this conversation). I never contacted the bank and till this day I haven't received my refund. So this time I thought I will do it. But this got me banned.

Why would the ZOS AI tell me to do something that would get me banned?

Anyways, so I opened a ticket

This was what I sent last, explaining the situation

The funny thing is I knew what they were going to say so I countered before trying to advance the conversation faster but they still said it anyways and ignored everything I said. This was the exact thing that happened last time and I still haven't gotten my refund.

So my question is has anyone ever been refunded by the ZOS AI? and what was their experience?
