Crow's Wood Mystery [possible spoilers]

So I was in Crow's wood last night and as I was exploring I noticed two things I just couldn't explain/figure out.

1. The searchlight/eye thing. A white light appears, with a sound, it kinda looked like a slitted eye to me, and it scans a little area before it disappears. I saw it in several locations and it seems to be following a pattern.
-door in ruins just east of the north end of the bridge
-on the bridge near the middle
-on the rocks east of the entrance to the spider tunnel
-3 points around the crow council area
-on the rocks just north of the crow mother's tower
-behind the tree in the alcove north of crow mother's tower
-near the headless man statue in the ruins
-upper window of the blocked tower in the ruins
(it may have more...)

2. The purple-ish ghosts of people that vanish when you approach. There appears to be a man and a woman (or men and women).
-man: on tower north of bridge up near the corpse.
-man: next to the headless statue in the ruins
-woman: near the tower with the key chest/fire atronach
-woman: on the rock ring that surrounds the burnt house
-woman: on a rock south-ish of the ruins
-man: on the path just as you leave the wolf area
-man: on the wrecked bridge over the spider tunnel

I would love to hear what you all think of this.

If it matters I chose that the mage should honor his word to the crow mother (both live).

I noticed the ghost people too. Wasn't sure if it was some kind of glitch or if they were supposed to be there.

I'm not certain who they are either but I saw the eye and the ghost figures as well.

If you follow the ghost people, you eventually get to one who talks to you. She tells you of the locations of two other ghosts wandering the zone, which I think are random bosses. I found one named Buron after she described his general location.
