On german forums there is someone (PC) although with CP700+ with the same issue. Possibly a bug is involved.

If you have access to West Weald, you could try to travel to Skingrad and starting the quest through the starting-letter, which should be hanging on the wall near the city wayshrine. Don't know if it's working, but would try.

Actually no it won't let me grab the quest under level 50.

Seems that 'it's working as intended'.
To be able to CLAIM it through the Crown Store, you have to have an unlocked Level 50 Hero but you CAN start the Scribing quest line at level 30 by reading the flier by the Skingrad Wayshrine like the Tobyja mentioned.
I don't know what to make of that - it seems ridiculous that you have to have the Level 50 Hero achievement to CLAIM the quest through the Crown Store even though a level 30 character can do the quest. Once you start the quest the Level 50 Hero verbiage disappears from the Crown Store as seen here:
