Scribing Bundle Not Available For Under Level 50!

According to the news article, this Free Scribing Bundle is attainable if you are at least level 30 OR have reach Champion Level. This is false since my alt account has one character and they are level 44. When I hover over this bundle in the crown store, it's red and I cannot get it. Which means I cannot participate fully in the current Golden Pursuits without leveling my account to champion level.
