Account recovery question

I am curious, does ZOS ask for information such as secret question answers and other personal identifying information via email when a ticket is submitted for account recovery?

I saw a question about that in a different forum and thought it was worth asking, because it seems a rather insecure method and to be asking for information ZOS should have already.
