How can you override the muddy textures effect?

I mean, you are in front of a character or npc and the texture does not appear inmediatly. I have tested the tweak from the beta, but it doesnt work…

But, it doesnt work for me. If I set to 3 the mip map, when I enter the game, the textures are set in low quality and the texture quality option is empty (not chosen). I have to choose high again and once into the game, the muddy textures are there until 1 second later of appearing the npc.
