Combination of 2 activities

I don't understand how it was possible to combine 2 activities - a PVP event with a single campaign and the Zenithar event.
In addition to this, the PVP activity started after a long maintenance, resulting in long queues to enter the game and the single PVP campaign.

What prevented the PVP event from being held before or after the Zenithar event? Whoever came up with this idea knows that it is impossible to use the Zenithar event bonus in Cyrodiil and buy outfits and monster sets?

It's not a PvP event, it's public beta testing of a future system.

The announcement post also stated that the maintenance was in part to enable the Vengeance test itself. So no maintenance, no PvP test.

What difference does it make to you if it's an event or a test if there's a golden pursuit attached to it?
You can't get into the campaign, you can't get into the game.

First time Cyrodiil test have some pve think they were forced do pvp
So Zos do both type guys can happy choose

The point is that conditions were created for players without reason that made the game impossible.
What difference does it make whether this strange decision was announced or not?
