Monster Set curated Coffers not dropping last item?

Currently trying to get Balorgh's Visage, it's the last piece I need for the stickerbook too, but it's not dropping and I'm not getting repeats? This typical?

The visage is a helm, which will not drop from the Undaunted coffers.

Only shoulders come from the coffers. The matching helm pages must come from the boss of the respective dungeon.
