Was wondering if there will ever be a mod to customize outfits?

Would like to in the future add things like clouds, raindrops, fire symbols, etc. to our outfits to make them more customizable

No. Not possible.

It's not possible to do this through mods in ESO.

Mods (aka addons) can't influence the game itself, they can only interact with the UI and then only in ways ZOS allows through their API, so there's no way to make new outfits or edit existing ones.
