[suggestion] make BG players decide whether to start if there's not enough players

Many 8x8 BG matches get suspended because of a missing player. A single one that is. The game should ask the players in that group whether they want to continue without being fully filled. And if 50% of players agree, the game should start and look for another player while in the game.
