Did Plaguebreak get a buff?

I was recently hit by 15k+ instances from it. I have seen similar numbers from other recaps as well.

No buff, although what you might be seeing is 2 different things combined:

1) There's been an increase in Pet builds. While you can't apply Plaguebreak to pets, they do contribute to the scaling factor of it.

2) Stats went way up overall. People grabbing Assassination skyrocket their weapon and spell damage, and lines like Tome or Gravelord have tons of penetration attached to them.
