How does one get this quest as the quest giver isnt showing up near the mages guild in Skingrad and i'm unable to receive the quest through collections?

BlackAxiom✭✭✭interacting with an invisible "portal" makes this pop up prompting to buy an upgrade that doesnt even exist in the crown store. Looking further into crown store preview seems like the upgrade to get scribing isnt coming anytime soon either?

So we have a bit of an in-between period for when folks will be able to access Scribing. Here is the post we made about this last month:Hi everyone! We wanted to share some information about an upcoming change to how players can obtain the Scribing system.
- Scribing is coming to the base game, free for all players as a claim in the Crown Store, in mid-July with an associated Golden Pursuit! You will see Scribing in the Crown Store on the PTS on Monday as part of this testing.
- We are not selling Scribing in the Crown Store.
- If you miss the associated Golden Pursuit, you will still be able to claim Scribing from the Crown Store, as this is a permanent move for it to the base game.
- There will be a short window from June to July with the launch of Update 46 and the Gold Road zone moving to ESO Plus and the Crown Store where players who do not currently own Scribing will not be able to purchase/gain access to it.
