Toad Tongue War Camp Not Spawning

I know this has been an issue for years that gets fixed then gets bugged again but the War Chief boss at the Toad Tongue War Camp in Blackwood is not respawning. Logged in and out multiple times, full restarted game and Xbox to try to see if this was actually a bug and have waited over 30min for a respawn and nothing. This is on XBOX NA server.
