Why do some players have a dark blue health bar

normal players have the cyan coloured bar above their heads, but some have dark blue bars,?I have scoured the internet and everyone has a different opinion ie no idea...
why cant someone from ZOS just explain it and clear it up.. and how does one get this dark blue bar anyway..
appreciate if someone from ZOS would come forward and explain what its all about.....please?

✭✭✭✭✭The no-heal dark blue color is way too close to the blue used for group members. In PvP this makes it way too easy to confuse enemies for group members, really wish the colors were more distinct, or we could change them. From what I read, changing hp bar colors is not something available to addons.PC/NA || Cyro/BGs || retired until Dagon brings a new dawn of PvP metas5

IIRC, there was something said about this back when it was first implemented. I didn't pay it any mind, so I can't recall if it was explained in the Patch Notes, in a forum post, or in a website article, but IIRC it was explained somewhere.I've fought mudcrabs more fearsome than me!0 -
They 1000% need to change the color on this. It literally looks like they are your teamate, and then they kill you.3 -

That or they're a vampire using either the "Blood for Blood" ability or the "blood frenzy" ability.1
