Did they nerf heavy attack stamina regen?

My heavy attacks with 31k stamina restore soo little stamina I would need to do like 20 heavy attacks it feels like to get my bar back, which is leading it to being super bad and unreliable for dps, especially wearing the neck that reduces light and heavy attacks by 99%

    heavy attack for off balance enemy can recovery double, 2k>4k
    and oaken have stam 15% recovery

    Just in case...

    What weapon are you using to heavy attack?
    Only melee weapons or bows will give back stamina. Staffs give back magicka.

    This is why i recommend imperial Race. And other races that help with sustain.

    Remove vampire if you have it.
    Slotting wereWolf ulti on main bar i think gives 15% regen.

    Outsise of that Stam+Stam regen food helps

    And 1 heavy 1 light 5 médium armor helps also. I always use at least 1 light 6 médium. (Undaunted passíve)

    If you use Monster sets, stormfist gives Stam recovery i think

    I find heavy attacks a dps loss...

    Try to use 2/3 maybe 4? magicka skills to spend less Stamina.

    Necrótic orb? Can restore resources in group play.

    Scribling is your friend also.

    Any chance you're running Banner Bearer like the bajillion other players are these days? It doesn't affect light/heavy attack resource generation in itself, but it does dramatically reduce your recovery stat. So it may just look like you're recovering less because your passive regen isn't contributing to the overall recovery as much as it used to.

    These might be things you already know, but just in case. For DPS, it's expected to use potions (even cheap, non-crafted stamina ones) immediately on cooldown (not only when you're at 0% stamina).

    Other than that, unless you changed food recently, the main things that should impact stamina restore feeling lower is how many pieces of heavy armor you're wearing (not recommended for DPS, but it does increase the resource return if you were using it before) and Off Balance.

    I'm a Dunmer Arcanist champ lvl 940+, I am lvl 1 vamp, using the neck that gives pen+15% mon dmg + 10% crit dmg, using bow/dual wield daggers, wearing full medium armour in hunding rage/nightmother/agility sets with tri crown potions and crown health/stam/mag food.

    You could use one of these foods that offer some Stamina Recovery instead, which would help:
    If you don't mind switching your back bar weapon, using a Destruction Staff instead of a Bow (and Elemental Blockade instead of Endless Hail) would help your sustain as well.
